Bogue

The hierarchy in Network Analysis and Route fails to execute its functionality when checked. The bug mentions that the issue has been fixed in ArcMap 10.2. But it still seems to persist in ArcMap 10.7.1 and 10.6 and in ArcGIS Pro 2.4.2 and 2.4.3.
