The Graphic tab is not displaying when in layout view with an active map frame.

Solution de contournement

1. Create a temporary graphics layer by clicking on the Map tab > Add Graphics Layer on the Layer group to activate the Graphics tab.
2. Click the Graphics tab and select 'Target layer' to be edited.
3. Remove the temporary graphics layer from the Contents pane.
