Reboot the machine and try again. There may have be a conflicting process running in the background.Solution de contournement
- Manually open the folder where the package is extracted.
- Look for "<Path to extracted folder>\ArcGIS 10.7.1\Desktop_LP\de\Supplement\DesktopGerman.msi".
- Launch the *.msi setup file.
