Bogue
The geoprocessing tool that uses arcpy.nax.ClosestFacility fails if the geoprocessing service is published to an ArcGIS Server site that does not host the routing services with the error message, "Unable to get information about network analysis services from <portal url>. Perhaps routing privileges need to be enabled for this user. [Token-based authentication failure. (status code 498).]" returned.
