The following error message appears when creating a layer package containing the OpenStreetMap layer and opening it in 9.3.1: "The package is not valid. Check with the package publisher for an updated package". This message is misleading; it should still be possible to open the package in 9.3.1, but the unsupported OpenStreetMap layer should be stripped out.
