Bogue
The Extract by Mask tool fails when using the NAIP image service in ArcGIS Pro 2.9.2 and the error message is returned, "Error 999999: Error executing function".

This issue is non-reproducible in ArcGIS Pro 2.9.2. Analysis tools should not run and display error messages. For ERROR 001491, analysis is not allowed on the NAIP image service. Refer to the following link for more information, https://pro.arcgis.com/en/pro-app/latest/tool-reference/tool-errors-and-warnings/001001-010000/tool-errors-and-warnings-01476-01500-001491.htm. For the USA NAIP imagery, the NDVI imagery layer has not been curated for analysis use. There is a property that is associated with this data, allowanalysis=false. This flag is now supported whereas the was an defect in early versions that did not prevent its use in analysis tools.
