Bogue
The error messages, "ERROR 999999: Something unexpected caused the tool to fail" and "ERROR: Code: 504, Your request has timed out., Proxy server got bad address from remote server (verify the server is running)" are returned when executing the DeleteRows ArcPy function in ArcGIS Pro version 3.1.2 .

This issue is non-reproducible. Log into the ArcGIS Online account in ArcGIS Pro with the write access to the layer when trying to run this python command.Solution de contournement
Downgrade the ArcGIS Pro version. It is tested in ArcGIS Pro version 3.0.3 and the rows are deleted without any problems.
