The error message, "Layer's data source is inaccessible" is returned when publishing a map image layers from a .aprx file with Spatial Database Engine (SDE) data sources registered with ArcGIS Server using ArcGIS Notebook Server with Advanced notebook runtime.

The ArcGIS Notebook Server 10.9.1 documentation has steps on how to extend a notebook runtime to include Oracle client libraries: https://enterprise.arcgis.com/en/notebook/10.9/install/windows/extend-a-notebook-runtime.htm#ESRI_SECTION1_027D1A1826A242B3BEB7F9A0166DEEEF. The notebook runtime includes Oracle client libraries in the upcoming ArcGIS Notebook Server 11.0 release.
