The DisconnectUser function does not allow reconnection to the enterprise geodatabase if run more than once from a standalone .py file or Jupyter Notebook.

This issue is no longer reproducible. It works in Notebook with and without clearing the workspace cache. Clearing the workspace cache does not raise errors when the optional parameter is omitted. It also works in standalone mode with the workspace cache cleared inside the loop.Workaround
Run the script from ArcGIS Pro or IDLE in ArcGIS Pro.
