The default font applied in the 'Text and Graphic' settings is not honored when adding text elements to a layout.

The Project tab > Options > Text and Graphics. In the Text and Graphics setting, there are two default font settings. The one identified in this issue is the layer info such as label, etc. To set a default layout element graphic or a map graphic, set the other default Text Symbol under Default Graphic Element Symbols.
