Bogue
The dataset fails to export to a shapefile when working with specific ArcGIS Open Data datasets with a large number of records and fields.

The shapefile format does not support a dataset this large. This is a known limitation. We have plans to convey this more gracefully to the end user (such as by graying out or not providing the shapefile download option for datasets that cannot be represented in the shapefile format). In the meantime, this is the expected behavior. In the mean time, the customer may want to take advantage of the ability to provide a download in a format such as file geodatabase (FileGDB/fgdb), which does support larger datasets.
