There's a slight misunderstanding on the functionality of the 'Copy Selection (Ctrl+Shift+C)' button in a table view. The following statement is incorrect:
"Hover mouse over the "Copy" (Copy Selection) function which allows copying the entire rows within table view of ArcGIS Pro"
The button copies all selected rows in a table view, not all rows regardless of whether or not they are selected. This is also why the included workaround of changing from the 'All Records' view to the 'Selected Records' view works, as in the latter view all records are selected and are copied with the button appropriately.
If a faster way of selecting all records in a table is desired, in the table view, use Ctrl+A to select all records, then Ctrl+Shift+C to copy them.
Solution de contournement
Use shortcut combo Ctrl+Shift+C only when switching to the 'Show selected records' table view instead of the 'Show all records' table view.
