This behavior is as designed. The filters are deliberately not being applied in the My Reports view as there is nothing gained in hiding reports from the people who submitted them. The current behavior also allows reporters to see their reports, and potentially feedback on those reports, as a result of an organization's moderation process. If this becomes confusing for end users, configure the message that displays after a report is submitted to explain that the public view of reports is being moderated.
