Bogue
The create users function (Users.create()) in ArcGIS API for Python 2.3 returns the error message "error: unable to create user" when run in an ArcGIS Community Hub organization.

This issue does not occur in the ArcGIS API for Python 2.4, which is the recommended version for migration. ArcGIS API for Python 2.3 is in mature support and will not receive future updates.
