The Create Random Points tool does not create the expected number of points inside the constraining feature class area, even when there is an available space beyond the minimum allowed distance between points.

Filling a polygon with random points while providing a minimum distance is theoretically a problem with infinite solutions. To maintain a decent performance, use a formula to approximate the total number of points that fit into the polygon area based on the allowed distance. In some cases, the desired number cannot be reached, but this is preferable to a process that is slow to finish.
