The Create Map Tile Package tool output in a .tpkx format displays all scales even when a range is selected.

Solution de contournement

Select the .tpx format instead of the .tpkx format. When running the Create Map Tile Package tool, and choosing the .tpk format, the scales are only displayed based on the minimum and maximum level of detail set. Data is not displayed if scales are selected out of this range,
