Bogue
The constraint attribute rule does not throw the scripted error message in ArcGIS Pro when using a feature template with Containment.

Solution de contournement
Uncheck the 'Exclude from application evaluation' check box for the constraint attribute rule.
- Note: An exclusive schema lock must be obtained to make this change. This requires stopping the Utility Network (UN) service and disconnecting any active connections to the dataset.
