The ConfigurationUtilityCL.exe process does not work with machines with names longer than 15 characters in ArcGIS Enterprise 10.8.1 or 10.9.

Solution de contournement

Many environments require fully descriptive machine names which makes shortening the name not feasible.

For ArcGIS Enterprise upgrades from 10.8.1 to 10.9.1 and where the NetBIOS name does not match the hostname on Data Store machines:

1. Note the existing server URL for the data store item. For example, datastore-machine.domain.local:6443
2. Create a backup using the ArcGIS Data Store utility.
   1. backupdatastore.bat
3. Upgrade the ArcGIS Enterprise software to 10.9.1.
4. Restore the backed up data store using the ArcGIS Data Store utility.
   1. restoredatastore.bat --store relational --target most-recent --bound true --server-url datastore-machine.domain.local:6443 --server-admin siteadmin --server-password secretPassword --data-dir d:\arcgisdatastore --source-loc d:\arcgisdatastore\backup
