Later versions of ArcGIS Enterprise do not produce this error, as noted in the steps to reproduce. Because ArcGIS Enterprise 10.5.1 is no longer supported, this issue is not addressed in the reported version. To clone the environment for deploying custom Python packages, replace the conda.exe file in <install>\ArcGIS\Server\framework\runtime\ArcGIS\bin\Python\Scripts with the conda.exe file from ArcGIS Enterprise 10.6.1 or later.
