Bogue
The basemap's boundary lines appear on top of the layer symbology in ArcGIS Online Map Viewer, Map Viewer Beta and ArcGIS Pro for the following basemaps: Terrain with Labels, Imagery with Labels and Oceans.

This is the intended performance. The boundaries are on a reference layer which is designed to sit above any user operational data (point or polygon content).Solution de contournement
- Use one of the other layers which does not draw over the point symbol.
- Change the setting of the reference layer. In the existing Map Viewer (Map Viewer Classic) 'remove as reference layer' relayer the boundaries under the added point feature. In the new Map Viewer Beta, the reference layers can be moved from the basemap, and then relayered below the point features.
