There is no support for the attachments size property in ArcGIS Enterprise 10.9. The value always appear as 0 KB. This property was unintentionally exposed in ArcGIS Enterprise 10.9 and we have correctly hidden it for our next release of ArcGIS Enterprise 10.9.1. We are evaluating support for this property and feature in a future release. We encourage user to submit an enhancement request if user wish to have this functionality supported in a future release of ArcGIS Enterprise.
