Bogue
The ArcGIS Server Health Check fails and becomes unresponsive if a hosted scene layer is viewed and the standby Tile Cache data store is not in sync with the Primary Tile cache data store.

Solution de contournement
- Upgrade to Portal for ArcGIS 10.9.
- Republish scene layers after restoring from a webgisdr backup.
- Stop the standby Tile Cache data store and reboot the ArcGIS Servers.
- Fix the imbalance by recreating JSON files for all the SLPK in the primary Tile Cache CouchDB that are missing in the standby Tile Cache CouchDB.
