The issue is in the released base MSI with a workaround available.

Workaround 1:

Silently install ArcGIS Pro:

msiexec /i <directory to ArcGIS Pro core installer>\ArcGISPro.msi PATCH=<directory to ArcGIS Pro core installer>\patch_file_name.msp ACCEPTEULA=YES ADDLOCAL=Pro ALLUSERS=1 ENABLEEUEI=0 CHECKFORUPDATESATSTARTUP=0 /qb

Then silently install the French supplement:

msiexec /i "c:\temp\Supplement\ProFrenchLp.msi" ACCEPTEULA=YES /qb

Workaround 2:

Manually uninstall ArcGIS Pro Intelligence after the installation of ArcGIS Pro 2.9 Patch 6.
