The Add Toolbox option under the ArcToolbox button does not display any tools within the ArcGIS Full Motion Video (FMV) toolboxes if ArcGIS for Desktop is running with a Basic license.

Use the System Toolboxes option via the Catalog tree to run any tools from the FMV toolboxes.
