The 'Exclude restricted portions of the network' parameter is purposefully removed from the tool for ArcGIS Pro. In ArcGIS Pro, by default, restricted edges is always excluded when locating the input point (the opposite behavior from ArcMap). So, if the closest edge is restricted, the point locates on the next closest non-restricted edge. Users confirmed that this is the desired behaviour.Solution de contournement
