The ‘About application configurations’ Web Help link on the ‘ArcGIS Explorer Application Configuration’ dialog box opens a broken link for ArcGIS Explorer installed on a non-localized language operating system.

Solution de contournement

Change the language of ArcGIS Explorer from English to one of the available localized languages. Then reverting back to the English language will correctly open the link.
