Solution de contournement

Build the symbols from the Symbol Selector instead of copying from esri.style and pasting into personal style using the Style Manager. 1. open the Symbol Selector(Easy way to access this is from Draw toolbar > Drawing pull down > Default Symbol Properties. Then click appropriate symbol type)2. In Symbol Selector, click desired symbol from esri.style3. Click Edit Symbol button4. Click the layer tag button (currently missing a tooltip)5. Add tags as desired and click OK6. Click OK to close Symbol Property Editor7. Click Save As on Symbol Selector to save updated symbol into a writable style. You will see the layer level tags appear in the symbol-level Tags box at this point.
