A similar issue for Portal for ArcGIS 10.6 is explained in this link: https://community.esri.com/t5/arcgis-survey123-questions/cannot-upload-attachments/td-p/882549/page/2?commentID=849937. However, the recommended workaround only works on some of the layers.
