The 'updating' property of the layer view is not intended for the described use case (manipulating data when it comes in). Instead, there is a dedicated 'data-received' event on the StreamLayerView that can be used for this purpose. For more information, refer to https://developers.arcgis.com/javascript/latest/api-reference/esri-views-layers-StreamLayerView.html#event-data-received.
