This issue is not reproducible in ArcGIS Pro 2.7.Solution de contournement
- Create a blank shield and add text on top of it (Insert > Text).
- Select both the text and shield, and right-click > Align > Center the symbol vertically.
Note: If the symbol is aligned horizontally to the middle, the same off-center issue as the two items together are able to be seen.
