Some service instances do not start after restoring ArcGIS Server from a backup on Amazon Web Services (AWS) when a cloud architecture has been used.

When ArcGIS Server starts services, it makes connections to Amazon DynamoDB to get a service's configuration information. That requires ArcGIS Server to get an AWS token from the AWS Instance Metadata Service (IMDS). AWS has a fairly low limit (1024 packets per second) and that gets exceeded when lots of ArcGIS Server Object Container (ArcSOCs) (scores of them start all at once on a machine).Solution de contournement
This problem occurs when too many services start ArcSOCs at either machine reboots or backup and restores, usually when there are 10x more ArcSOCs than cores. This can be addressed by using shared instances over dedicated instances which is a best practice.
