Bogue
Some of the tile layer URLs hosted in ArcGIS Online remain as HTTP after the ArcGIS Online organization is configured to HTTPS only. This causes the public tile layers to be accessible only after the ArcGIS Online credentials are validated for ArcMap, but not for ArcGIS Pro.

There are no plans to fix this issue in ArcMap. Use ArcGIS Pro instead.Solution de contournement
Changing the URL through the ArcGIS Online Assistant from HTTP to HTTPS does not rectify the issue because the public tile layers accessed through HTTPS are stored as HTTPS files as well. Therefore, the current workaround is to edit the Item Details through the standard ArcGIS Online Assistant interface.
