Some label strings display in the incorrect location when a) rotating the data frame where the feature labels are b) rotated based on an attribute field in c) geographic style, d) displayed perpendicular to the angle and e) with a label offest.

Solution de contournement

Convert the labels to annotation before rotating the data frame. The anno layer rotates just fine.
