Some circular parcels collapse when an operation regenerates the parcel fabric in ArcMap 10.3.1.

Solution de contournement

After loading the parcels into the fabric but before doing anything that regenerates the fabric, add a minus sign/dash (-) before the Chord length in the Lines tab of the Parcel Details window. This keeps the parcel from collapsing when the fabric is regenerated.OrBuild the circle directly within the fabric instead of using the COGO toolbar and loading it.
