Bogue
Snapping lines and polygon boundaries of the same size over the same outline shows a mixture of both outline colors.

This issue has not been able to be reproduced in ArcGIS Pro 3.3 or 3.5. There is no mixing of the colors the one that is one top always draws on top.Solution de contournement
Change the line thickness of the top layer to higher than the bottom layer.
