This is a known limitation. For optimal performance, the Append geoprocessing tool can be used directly on the back-end data store, server, or database for web feature layers. With hosted services on ArcGIS Online specifically, administrators and service owners can use the Append tool with the ArcGIS REST API when the supportAppend property is true. Enable the feature service append capabilities for non-administrative users to use the Append tool with the ArcGIS REST API. This is currently documented in the use web feature layers online help at https://pro.arcgis.com/en/pro-app/latest/help/data/services/use-web-feature-layers.htm#ESRI_SECTION1_6F2F97FC32A34F968DAE13EAE74E8570.
