This issue is addressed in ArcGIS Pro versions 2.9.13, 3.1.8, and 3.2.

Solution de contournement

Write an attribute rule to replace the editing template with all features and associations, as associations created from attribute rules bypass those checks. The rule also works cross-platform, whereas the template only works in ArcGIS Pro.
