Shapefiles in ArcMap 10.2.x have a maximum precision in long integer fields of 9, while shapefiles in ArcMap 10.3 have a maximum precision in long integer fields of 10.

This is by design. An integer will hold 2,147,483,647. Using only a 9 with limits an integer to 999,999,999. Previously it was truncating the values.
