The Layout view in ArcGIS Pro represents a physical page (with a real size e.g. letter/A4, Arch E) – similar to a Print preview.
The display of a scene in a map frame on a layout follows the same rules as any other map frame, layout elements etc. It is displayed at an effective resolution and pixel size that are appropriate for the page size selected.
The behavior of the different navigation tools is different for each type and view it is operated on:
- Zooming in on the layout view itself will NOT change the effective resolution of the displayed scene - this is by design. It is meant to remain constant, just like a physical, printed page does. The same rule applies for maps (2D) as well as scenes (3D).
- Zooming in on the activated map frame inside a layout view will change the view’s camera position, while keeping the physical size of the view on the page represented in the layout view the same.
- Zooming in on a scene view also it changes the view’s camera position. For a scene view, the physical size of the view remains constant unless the ArcGIS window is resized or the view itself in the application.
Given the above statements, the reported behavior of a scene in a map frame on a layout is behaving As Designed.
