Services hosted on a standalone server containing a layer and related table do not have the 'Related records' option when attempting to add content to the pop-up.

The support for editing related records of non-hosted feature services is in the road map for ArcGIS Online Map Viewer, but is not currently a functionality. This is a known limitation.
