Bogue
Service load failures occur when ArcGIS Enterprise portal attempts administrative actions through the service URL instead of the administration URL, despite the administrative access being disabled on the service URL’s web adaptor.

This issue is not reproducible. If the issue persists, contact Esri Support Services as a new reproduction case is needed to continue the investigation.Solution de contournement
The workaround is to force unfederate the hosting server, then either have the same URL for both service and administration or enable the administrative access on the web adaptor. This is not feasible for organizations with secure configurations.
