This behavior is a known limitation with the hierarchical Service Area polygon algorithm. There are occasionally discrepancies in the area covered between overlapping and merged Service Areas.
Using hierarchy with Service Area is no longer the preferred solution. A newer Service Area polygon generation algorithm that produces prettier, more accurate polygons with a faster solve time has been implemented. Users are recommended to avoid hierarchy and use the newer algorithm instead.
In ArcGIS Desktop, this is how to ensure that the new Service Area algorithm is being used:
- Hierarchy must be turned off
- The network dataset must have a Service Area index
- Generalized polygons must be chosen (not detailed)
Unfortunately, the user is using an old nationwide SDC network, probably the one from an old data & maps DVD. It is not possible to add a Service Area index to SDC networks, so the user will not be able to avoid the problem using this network.
Consequently, we recommend one of the following:
- Purchase a new Streetmap Premium network dataset, which will already have the Service Area index created
- Use the ArcGIS Online services, which are accessible through the ready-to-use services in ArcMap or directly in ArcGIS Pro by setting the network data source to ArcGIS Online
- The user can create their own file geodatabase network dataset using their own street data, being sure to add a Service Area index
