For now, this is as-designed. In ArcMap, if using the "Detailed" option, produces holes for areas not traversed but completely enclosed by the service area polygons. In ArcGIS Pro and ArcGIS Online, using then new service area (faster) algorithm which is influenced by the barriers as seen in the 60 and 80 minute rings, but if the barrier is completely enclosed, as by the 120 minute ring, it is part of that ring, which does not produce a hole. At some point in the future we plan to improve the service area to return holes.
In ArcMap, if set it to use Generalized then a similar behavior is found in ArcGIS Pro.
In the meantime, a post process to Erase the barrier polygon is the best way to get that hole.
Solution de contournement
Workaround 1: Use the initial barrier polygon as an Erase feature in the Erase tool to remove it from the service area polygons.Workaround 2: Run the analysis in ArcMap.
