The Install order issue was fixed in our current 2.2 plus release.

Solution de contournement

Repair of the extension Data Interoperability ArcGIS Desktop 10.5.1 helps in most cases.In a very few cases the extension has to be uninstalled and reinstalled.===========Workaround reported by a user:Significant number of Data Interoperability connections will crash when opening in ArcGIS Desktop 10.5.1. The only work around is as shown below.1. Open a blank ArcMap project.2. Turn off the Data Interoperability extension.3. Load the project that crashes minus the data interoperability extension.a. Project loads correctly with Red Checks beside all the data interoperability layers.4. Open a new blank ArcMap Project.5. Enable Data Interoperability Extension.6. Drag all the layers from the Project that crashes into the blank new project.a. All the layers work including Data Interop Connections.b. Save As this new Project in ArcMap 10.5.1.7. Open the new Project just save and this works.This is not the ideal solution but this solution works.
