The root cause of this issue is that when generating a report from a survey in ArcGIS Enterprise, the server machine of ArcGIS Enterprise must download the generated report hosted in an Amazon Simple Storage Service (S3) bucket. If the network configuration prevents the ArcGIS Enterprise server from downloading files from the S3 bucket, report generation fails.
To resolve this issue, ensure the ArcGIS Enterprise server deployment can access and download files from the following Amazon Simple Storage Service (S3) bucket: https://arcgis-prd-survey123-use1-reports.s3.us-east-1.amazonaws.com. The https://trust.arcgis.com/en/documents/REV_AGOL_Domain_Requirements.pdf document requires an update to include this URL.
The original error message (“CONT_0027: Item with the same filename already exists”) was misleading and has been updated to reflect the failure described above.
