Disable all the attribute rules, Trails_NonDNR takes 4 seconds to calculate field, compared to 3 seconds for Trails_DPW_DNAP. In particular, the issue is the constraint rule, which reads the whole feature class on every row update. With the calculation rule enabled, calculate field takes 36 seconds. It is recommended to review the optimization tips here: https://mediaspace.esri.com/media/t/1_gr7hrdjy, to see if you can improve your attribute rule and with it gain in performance.
