It is not necessary to install the ArcGIS Data Store 11.1 Highly Available Relational Data Store Patch if the ArcGIS Data Store 11.1 Knowledge Graph Patch C is installed because both patches include the fix for BUG-000156440. Installation of the ArcGIS Data Store 11.1 Highly Available Relational Data Store Patch is blocked on machines where the ArcGIS Data Store 11.1 Knowledge Graph Patch C is already installed.
