Bogue
Restarting an ArcGIS Workflow Manager Server prompts with a blue screen and returns the error message, "Unable to load configuration from Workflow Manager Server" when accessing the workflow.

Test a hosted service to view if the data is loading, and when it does not stop ArcGIS Data Store, ArcGIS Server, and ArcGIS Workflow Manager, restart in the reverse order to remove the error.
