The difference that you are seeing is the difference between the two vendor datasets - TomTom and HERE.
The East Street road segment in the TomTom dataset is approximately 150-160' shorter than the East Street road segment in the HERE dataset (the HERE dataset is used for the ArcGIS Online basemaps and the Esri World Geocoder).
There is a PointAddress for 948 East Street, Lafayette, CA (in both the 2016R3 and 2017R1 TomTom SMP versions) at the end of the TomTom street segment, but when overlaying it with the ArcGIS Online basemaps from the HERE vendor it appears to land in the middle of the street segment rather than at the end, since there is a mix of datasets in this comparison.
When using just the HERE dataset or the Esri World Geocoder, which are both based on the HERE vendor dataset, the PointAddress falls at the end of the street segment.
So the TomTom PointAddress is in the right location (at the end of the road segment) relative to the length of the road segment in the TomTom dataset.
