This was not reproduced using the SQL Server as the managed database originally configured with the ArcGIS Data Store at version 10.3.1 with the nosql option. During upgrade, a check was performed on permissions to the c:\arcgisdatastore directory and then subsequently upgraded correctly. >>configuredatastore.bat https://serverurl.esri.com:6443 admin admin c:\arcgisdatastore --stores tileCache Configuring data store(s).
